Help with programming for a specific city

Hi, I have a radio shack Pro 96 Digital scanner and I am wondering if someone can help me figure out exactly what I need to put in to listen to Garrett, Indiana. I know they are dispatched out of Auburn Indiana, but I can't seem to pick it up. I got DeKalb county, but not Auburn. If anyone knows which frequencies it is (which I thought I had), and then what system to program in I would really appreciate it.
