Strange Antenna Inside of Car

So I bought a 05 Buick Lacrosse recently and it has this strange antenna by the rear window along with this black tape strip on the window which could possible be part of it.

I found what looks like to be a connector screwed into the trunk, there was a silver magnet over it. The other part also attaches somewhere under the headliner magnetically. There is also a drilled hole by the armrest hole which could potentially have been where some type of unit was located.

I've heard a few suggestions such as CB radio or satellite radio but I highly doubt this type of odd setup would be used for satellite radio.

Can anyone help me out? I have no way to contact the person who previously owned this vehicle.

You may have purchased a former UC vehicle, so you might want to check behind and under the back seats VERY well. Maybe even have a K9 do a "walkaround".

That is an undercover antenna. VHF. YES. Do a THOROUGH and I mean THOROUGH search of your interior including under the kickplates on the door jams, and the carpet, floormats, etc. Wipe down EVERYTHING with a mild ammonia solution too. What you don't want is some left over narcotics found in your vehicle or even a hit from some old stash at an innocent DUI checkpoint a year from now.

Being handcuffed and thrown on the pavement while the PD pulls your car apart is not fun.
