bcd396 xt issues

I just got a new 396 xt and am having trouble receiving vhf singles. Fire paging is 154.325. I have other scanners from uniden and have not had a problem with this. Also my starcom21 illinois state police car reception sometime sounds like the person is in the bottom of a barrel. I live in the Bourbonnais area and am less than 8 miles from the transmitter. I use arc pro software. Do I need to do something else to receive vhf signals? The fire paging is the only vhf I scan. Thanks for any help

I live in Joliet and monitor that freqy....They use a special type of abnormal system to dispatch on that freqy 154.325 that sounds completely off freqy....I was told by someone its a special system maybe by "Tait" communications and that's most likely why your having a problem....As far as Starcom you should only program the towers closest to you and digital is very difficult to monitor.....Audio quality on Starcom really varies.....
