Hi, I've had a police scanner since 2011 but I don't know anything about the technical stuff (I just know how to program the frequencies). My local police department (Methuen, MA) went digital at the beginning of this year, and I need a new scanner in order to listen to their feed. However, I am not sure which one to buy. What is the cheapest police scanner that can receive both digital and analog feeds?

None of them are cheap.
All of the P25 Capable Scanners can do Analog also.
Best bet, is try to find a used one on EBay.
