I'm looking to buy a scanner for family member. It would have to be handheld. I know they would like it to monitor police, ems, and federal frequencies simultaneously. If anyone could please point me in the right direction I would appreciate it.

Not enough information for a meaningful answer. What's your price range for instance? Where will the scanner be used? The kind of radio you'll need will vary from place to place.

if you want to monitor federal frequencies, your going to need a digital p25 scanner, $350 is the cheapest for a new one, a radio shack pro-651. its possible to find one cheaper on craigslist or ebay of course
