~400Hz tone before POCSAG message?

From my understanding of how POCSAG works, a 512 baud message should start with a 576-bit alternating pattern, resulting in a 256Hz audio tone. This is indeed the case with some pager transmissions I have observed, however just before the 256Hz tone is another tone, that seems to be around 400Hz. Does anyone know why this is? Is it part of the standard?
