No it can't be changed to digital! You would have to purchase a new digital scanner.

Afraid not These are the frequencies for Goshen Cty. Others in the County are on Wyolink, a p25 digital network. All of us , in the scanner world, have had to update our equipment, similar to what has gone on in the cell phone world, or in somecases the tv world . Some cities have gone to all digital broadcasts which required some receiver changes for viewers. Your analog unit may still receive some of what is available.
