According to the database on this website, Polk county is using a P25 Phase 1 system. The listing is on this page.

https://www.radioreference.com/apps/db/?sid=6565

Most of the Polk County talkgroups have "D" in the mode meaning digital, and not DE which would mean digital encrypted. You would not be able to listen to the DE talkgroups, even with a digital scanner.

The Scanner Master folks were correct if the info in the database is correct.

There is a page in the Wiki for this website that lists the scanners which will work with P25 Phase I systems, and also those that work with Phase 1 and 2.

You should research where Polk County stands in terms of planned upgrades to their system. I would hate for you to buy a Phase 1 capable scanner only to find that it stops working in the near future when they upgrade.(if that is in the works)
