OFFICIAL NYSEG P25 System Thread

A recent power outage prompted me to start mapping out the new NYSEG trunking systems. I'd like some input from other areas as well. (Talk groups, CC's, etc.)

Below, I've listed the P25 Control Channels I can receive from my location north of Binghamton using an outside antenna and low noise pre-amps. So, some of them are quite distant from me.

They can be a starting point for other areas in the state. I'll also post a few of my 'CC Only' programming files, in usd format, for Uniden scanners.

NOTE: In all of my Uniden programming files, the System Quick Key is the first two digits of the file name. (ie. SQK = 30 in the file below.)

In the ZIP file attached, the "30 NYSEG CC.usd" file has most of the known and potential CC frequencies in it. It defaults to "ID Search" mode. So, if you only activate that system, and then hit HOLD. You can open your squelch and turn the dial through all of the frequencies. The squelch noise will go away on an active CC and the SYSID will be displayed.

There also is a system file for each of the sites I've identified. (ie. "99 NYSEG 0112"), The SITE is the last four digits (0112).

The lowest site ID I have seen is 114, so yours are apparently out of my range to the west. It will be interesting to establish just how large this system is.

Unfortunately, as pointed out in the other thread about this system, it is not licensed for the way the frequencies are being used, so it is not possible to determine transmitter sites from the FCC database.

1. In this Order, we address the waiver requests by the New
York State Electric & Gas Corporation (NYSEG) for an
extension of time to construct and a consolidation of
construction deadlines and other regulatory relief related
to certain Economic Area (EA) 150 MHz Part 22 paging
licenses and site-specific 150 MHz Part 90
industrial/business radio pool licenses (I/B Pool).1

Specifically, NYSEG requests a waiver, pursuant to sections
1.925 and 90.155(g) of the Commission’s rules, to complete
construction by December 31, 2009 of an integrated
communications system covering significant portions of New
York State.2

4. In support of its Waiver Request, NYSEG states that its
communications network is critical to its ability to provide
reliable power services and that its new radio system will
provide a significant enhancement to its existing network.10

It will allow field crews to respond to customer needs and
to communicate internally while coordinating hazardous tasks
such as work with high voltage electrical wires and natural
gas lines.11 NYSEG also states that it is responsible for
providing electricity and natural gas to 'critical
facilities' including hospitals and other emergency care
providers that use life support systems and emergency
response equipment.12

5. NYSEG describes its upgraded system as a single
integrated, statewide radio system that will consist of
fifty-one sites, with three frequency pairs per site, and
will include a centralized switching facility that will
provide seamless roaming within and across NYSEG's entire
service area.14

6. NYSEG has commenced plans to develop the new system.16
Specifically, NYSEG has acquired numerous 150 MHz paging and
I/B Pool licenses, retained an engineering firm to assist in
systems design, and negotiated a contract with an equipment
vendor. It contends, however, that implementation of the
system will take several years.17

It should be noted that there is practically no voice traffic on any of the sites detected in the Albany area yet. They are still using their main low band channel here.

It sounds like it will be everywhere NYSEG is.

I don't think they are going to cancel their licenses until they finally get everyone on board. I can get the system here in the Sullivan/Orange/Delaware area, but I don't have a 9600bps scanner to decode the local talkgroups for this area (which would be nice to have).

From my vantage point, I am hearing 3 control channels.

I don'r know---I've been listening for about a month on 48.32 here in Putnam Valley and haven't heard a thing.

They are still using their 48 MHz frequency in the Albany area, although there are about 10 sites that can be heard from there.

I put together a table of NYSEG sites from the data in this thread, entries on the NF2G website, and my own direct monitoring of five sites. PRO96com was used for the data I gathered.

Thanks for the input. That verifies something I suspected.
The same control channels may be repeated at multiple sites. I sorted your data, extracted the control channels and deleted duplicates. The result is listed below.

That 'may' mean that you could (eventually) create one system/programming file and be able to hear the activity anywhere you travel in NYSEG's territory within the state.
