westchester county ny uhf trunked with 500 psr

I am trying to program this ny system with the psr500. Having a hard time for the unit to follow this system correctly. I followed previous instruction on making separate scanlists for north/south sites and still nothing. I followed the listed base/offset/ spacing info. BUT,the lo/hi values seem to be messing me up!!! Can anyone who has a psr500 and listening to this system shed some light????

The ChanLo value will be the same as the Offset when you enter it into the table. The ChanHi value will be one lower than the next table's offset, or 759 if it's the last table.
