Niagara County - Couple Quick Questions

Ok guys.. I live directly across the lake from Niagara County, New York in Mississauga, Ontario. I can pickup Niagara County Sheriff as well as Niagara County Fire at 100% signal strength and of course crystal clear. However.. my question is.. why do I NEVER hear any of the TAC channels? and why do they dispatch to OPS/TAC 1 and there is no OPS/TAC1 in the RR database? This is my current list of channels I have in my radio.. can someone who is an expert on Niagara County give me some guidance?

Also.. I hear Niagara Falls Intl Airport underwent a huge reno.. anyone know the frequencies used at the airport?

i think they are low power or no repeater radio i live next to the airport. i here them 2 to 5 miles away

They are not repeated channels. Mobile/Portable Simplex only.

That explains a lot.. I guess I am wasting a few channels in my radio then
