Default lost lol

ive been trying to setup my pro-94 for 3 days for this

Oswego County, NY Trunking System, Oswego, New York - Scanner Frequencies

no matter what i do it just sits there on search after i program in the channels and when i try to follow the instructions to set up the talk groups it doesnt work i just get errors and its stuck on search forever looking for the control channel

even when i scan it normal it picks up nothing most of the time

ive searched and searched and yes i know its an edacs system and it has to be in lcn

hope im not being too confusing im really not sure how to word this lol

ive gone over the instructions on how to do this over and over again and even have cleared the scanner at least 10 times and started over and nothing seems to work

ive checked out the antenna best i could and it seems fine fresh batteries do nothing to help (other than keeping it on LOL) standing outside didnt help either
