What frequencies do the NYC snow plows use? I've been tuned to 453.60 (Manhattan public works) for a while now and have not heard anything. Are they on the 400Mhz trunked system now?

Edit: I do hear them now on the 400Mhz trunked system. Unfortunately my scanner does not handle the 6.25 spacing, so I can only monitor it conventionally.

Yes they have switched over to the trunked system last year.

Some of the lower end scanners (like BC246T) can do 6.25 trunking, I loved my BC246T and I think it works quite well for NYC area since most of the city agency stuff are analog. They go for pretty cheap nowadays for what they can do.
