Posting the full text of the announcement might be helpful for those trying to figure out what you're talking about.

From William S. Butler, Chief of Department Greenville Twp. Fire & Rescue Dept.

As of this Saturday 3/26/11 at 0900, the Greenville, Unionville and Johnson FD’s will be switching ALL fireground communications to the Orange County 16 Channel UHF Plan. Unless otherwise notified, units responding into these districts shall use Fireground Channel A for all fireground communications. While enroute, units or OIC’s may use the Greenville Repeater channel (Channel 4 in the OC-16 for GTFRD, UFD and JFD Units) for now, until the Battalion 7 Repeater is placed in service. The command channel will be utilized for fireground communications among branches at large scale incidents. We will be utilizing the entire 16 channel plan, which includes the Water Supply Channel and Fire Police Channel as well. If responding as fire police or with a tanker, please conduct all communications on those channels as to not tie up the fireground channel. Johnson is currently using this plan with great success and although there may be some minor issues initially, I think we all will see the benefits of operating on these common channels.

The new 16 channel UHF plan can be found on the Orange County page. Note that channels 4 and 5 are reserved for local usage, which is why they're absent from the countywide plan.
