What I love is when they refuse to answer questions for "security reasons." That's about as credible as the power ego tripping officials that insist on encrypting everything for no good reason other than they can.
Many times these deals get done with federal grant money because local taxpayers could never afford the bite on their local tax bill if your local fire or police department decided to upgrade using local money. I've been well-aware that governments and local non-profits can "find a need" for just about anything if there is a grant sitting on the table waiting to be received.

no govt grants here.being paid by the taxpayers in our region,which is already 200 mill in debt.and all encrypted,even fire.go figure.

In case anyone is interested, they are doing voice test this morning Saturday September 29th 7:15am on talk group 9191

They at this hour 14:20 9 29 2012 are still running voice mostly with the east system. I think they are testing the system like it was being used on a day to day bases. So am not sure if anyone is up at the site.

The 2-tone sequence you are hearing is an automated system that the engineers use to test the system.
It's a program using a portable to talk to another to analyze connect time, busy occurrences, dropped audio packets, etc. "Call reliability" testing essentially.

I am hearing a control channel on 770.6875. Anyone know if this is part of the Finger Lakes system? I looked up the frequency but it doesn't appear to be a valid frequency on the current bandplan. Anyone know what the correct frequency is? Are there any other active control channels being used.

That's interesting. 770.6875 is part of the state license, allocated to Erie County. You shouldn't be hearing anyone in NYS on that frequency. Are you able to decode a system type or system ID on the frequency?

I am in Rochester (Brighton) and I hear nothing on that frequency. The only system CC I hear active right
now is the Monroe West 852.1375. The others have been mostly off the air recently.

The sites in the Brighton area must be down. 769.75625 was very strong in the past when they were testing the E Henrietta Rd. site. I can hear a signal on there now that is way down in the noise with deep fades. If I use my PSR500 portable and move around I can find some spots where I start to get a signal without the phasing cancellation. It sounds like I am only getting signal from some distant sites.
The West 852.1375 signal is consistently weak here and is better that what I am getting now on the East 769.75625.
