I was in NYC over the weekend. Is the condition command the same as the CTB in the NYPD?

No such thing as the condition command. CTB is Counter Terrorism Bureau.

Your post heading was changed in your later reply; now I understand what you're asking.

"Conditions" cars are deployed on a per-tour basis by commands (i.e.: a precinct, transit district, housing PSA, highway unit, etc.) that wish to address specific conditions within their commands. For example, a Highway RMP might be assigned to a specific segment of a roadway due to multiple excessive speed complaints could be referred to a "3 Conditions" over the air.
