I noticed just this weekend that Sullivan Co. 911 Coord (Sheriff?) is now operating on 151.3625 PL 94.8. I live in PA and don't normally monitor Sullivan BUT I could not miss this change since they are now on exactly the same freq as the PA DCNR, State Parks, and Forestry operations around PA.
PA recently began using this freq likely coinciding with narrowbanding. I'm guessing same is true with Sullivan Co.
I'm surprised they did this given the close proximity and radio range overlap. It will be interesting to see how well the different PLs serve to keep them from interfering with each other. PA is a little quieter now that they are going into winter at the parks, but warm weather returning next year could bring some unplanned radio surprises.

No license's come up for Sullivan County sheriff....on 151.3625 what you are hearing is 151.370 PL 94.8 as per the data base.....get used to it....its going to happen more and more...

I found 151.37 PL 94.8 in the RR DB for Sullivan Co. I've had 151.3625 programmed and monitoring for a few months and never heard Sullivan until this weekend. Which usually means they have actually moved to that freq otherwise I would have heard before. I doubt it is E-layer or other band opening... I am in NE PA and within ground wave coverage of Sullivan.

Mtnrider is correct, you are hearing 151.370 which is bleeding over to the DCNR High Knob repeater on 151.3625. Trust me, I know, I've heard the same thing from the Tri-States area. Depending on where you are in Pike (assuming you're in Pike), you may not be as close to those transmitters in Sullivan County as you think you are. There are quite a few mountain peaks in between that would inhibit ground wave propagation.
Make sure you have the Promised Land repeater programmed as NFM/FMN in your scanner with the 167.9 PL, that should keep 151.370 from bleeding over next time propagation conditions are enhanced.

That FCC "coverage map" is meaningless. In fact, it's not even a coverage map at all, it simply shows a 36 km radius around the center of the county, which is what the mobiles are licensed for. It has absolutely nothing to do with the base transmitters or how far they "cover".

Sullivan County is in the process of upgrading their radio system. They have a plan on their emergency services page about it. They have been working with a vendor for a few years and there are going to be some changes for fire and ems,but the sheriff is not changing it's frequency. I downloaded the plan some months ago and read thru it. They need a better system. I can also tell you for a fact they are on the same frequency as I live in Orange county and I was listening to them tonight and it came in loud and clear.

Now I'm not certain what I was hearing. I heard only dispatch transmissions, no mobiles. There were spoken refs to "Sullivan" and "Donkey Corner" or "Donkey Corners" to meet an EMS unit. The transmissions were dead full quieting and on freq at 151.3625. I have a BC-895XLT and know what it sounds like when it is tuned .75 kHz off freq.
I'll be listening for this again and see if I can get additional ID.

Donkey Corners is just outside Jeffersonville in Sullivan County. No one in this thread is calling you a liar, but we are saying that Sullivan County is transmitting on 151.370 with a 94.8 PL, and the locations you heard confirm that it was them. By all means, feel free to continue listening, but please make sure you quickly tune up to 151.370 while you're hearing active transmissions and compare the difference between the two frequencies.
PS - You are not going to hear mobiles on that frequency, they don't use repeaters.

By the way, it might be helpful to compare what you are hearing to this list of Unit #'s
Sullivan County (NY) - The RadioReference Wiki
They ID as "911" and you will also hear them calling NYSP units quite often (1F__ or just F__), which is another dead giveaway.
