Default NYSP State Frequency alerting? ??

For about the last hour 1900-2000 I have been hearing NYSP on 154.695 cs. They send out a couple of alert
tones like they would before issuing an "Item", then there is no voice transmission. Modulation is FM. The signal is very strong so I'm thinking I must be hearing it off of a local tower either Cathead Mt. or Gore Mt. Could they be testing some non-voice messaging?

That sounds like they are testing their microwave. May have something to do with their new Troop G Headquarters.

Just to clarify my initial post, there was no carrier only the alert tone. It continued for about two hours with periods of about 15-20 minutes between transmissions.
