hmm. Maybe I should re-check and see if the "data" is actually MotoTRBO.

For Watervliet, if you look at that license, it's several 2 watt transmitters. One is listed as the water facility, another shows up on Google StreetView as some type of road-side pump station with a yagi.

There are several frequencies in the 170 MHz range that are available for water type telemetry use.
There are also a couple of 160 MHz range frequencies available for public safety (e.g. the Schodack PD Freq). They are detailed in various parts of the FCC rules, mostly in 47 CFR 90.20 (Public safety pool) and the footnotes.
