They don't license local EMS frequencies. Local agencies go through the normal coordination and licensing process of the rest of the public safety pools.

a recent NYS DHSES newsletter mentions EMS SIEC channels of:
155.1600, 155.1750, 155.2200, 155.2800, 155.2950, 155.4000, 155.7150 MHz
