Does anyone have any information on the above Knolls(KAPL) or West Milton sites? W Milton is used by the US Navy to train their personnel for nuclear submarine duty. It would make sense that DOE or USN police or possibly contract security are present on these sites and require communications.

Both KAPL sites are DOE but operated by contractors which also provide the security, Most likely the Fire Brigades would operate on Schenectady and Saratoga County systems when responding outside but I don't know if the have M/A agreements or are allowed to go off property, and there probably isn't much talk about calls within the facility. Now regards about Security, because of the nature of the facilities, would probably be Encrypted. But I am not the foremost expert, someone might have something else or totally contradict what I said.

KAPL's fire brigade is dispatched internally, I believe by PA & pager. They are equipped with Saratoga's TRS radios though for mutual aide.

Likely not in the RRDB

None of my notes indicate Police/Security/EMS/Fire/Maint as my visits have been weekends typically and Holiday weekends too, so little to no activity.

I would spend the time in Search and see what you can Identify along with usage.
Ps -you will need a P25 Scanner

Are either of these in the data base ECPS92? Would appreciate more info when you can. Thanks in advance.

I know there is US Navy Security Forces up there - or were - after 9/11. I would imagine there's still some there.

There is a Security Force there, but don't believe the are staffed by the Navy, either DOE or contractor.

Knolls is in the 164 MHz range IIRC. It was listed in the NF2G Scannist Pages data, so it should be in the RRDB.

Speaking of the security for the sites.

KAPL fire dept is on 164.750 NAC 200 -- Not much to hear
Not sure if this is Kesserling or Knolls or both

KAPL security is not private security as far as I know. They are fully armed (M-16s) DOE employes who go through a pretty tough background and training regiment.

KAPL
167.8750
167.9800
168.4500
167.8500
167.9750
GE:
461.5875
464.1375
461.1375

KAPL also has 'site control personnel' that are employed by G4S and are unarmed.

I've seen those lists before. Is there any monitoring confirmation, perhaps with CTCSS/DCS/NAC info?

I took those out of my scanner, they were probably originally found on your site. I can confirm I have heard activity on the DOE frequencies when driving around Schenectady.

That KAPL list is a valid list except for the 167.98 frequency. My guess is that freq is actually167.975
167.975 KAPL security 100% Encrypted NAC 100
167.925 Wilton Security 100% Encrypted NAC 100
164.750 KAPL FD NAC 200
The others are all either NAC 100 or 200 and are unknown use since they also are encrypted

I'd like to add two more possible frequencies if I may. Both of these channels have been monitored P-25 unencrypted. I am not sure of the exact use of these channels or locations.

167.850 NAC 200 (may be an F-2 for the Fire Brigade?)

167.875 NAC 150 (may be a plant services / maintenance?)

I had logged the 164.750 / 167.925 / 167.975 in the past. Is the 164.750 channel used at both sites for the fire brigades? I have noticed various signal strengths from the same location.

Kevin - I too strongly believe that
167.875 is Tech Control and Plant Maintenance
167.850 is Fire F-2
As for 164.750 , since I don't know the building numbers or room numbers I can't figure out if it's KAPL or Wilton or both
One thing I do know is that they comms are all very routine and I locked them all out awhile ago
