NYPD Mobilizations

Hey so I was looking for some clarification on what units and how many of those units respond to the following mobilization levels and who has the authority to call each level:

Level One
Level Two
Level Three
Level Four

NYPD Mobilizations happen every day for a variety of reasons. There is no operational security reason to protect what level of mobilization gets what response. The common responses are the following:

Level 4: Citywide, Pct Personnel
Level 3: Boro, Pct Personnel
Level 2: Citywide, Task Force
Level 1: Boro, Task Force
