Buffalo NY Area (info on NEXEDGE 96 System)

Is there any one in the Buffalo NY area that is using DSD+ Decoder who can listen into a Nexedge 96 system I found, I am trying to ID this system and find out who is on it, It seems to be a mill of some kind and has to do with farming I think. Could it be Sunrise Mill ???

This also could be coming out of Canada, the Niagara Region but I am not sure
