Moore County Confusion

Is there anyone that can shed some light on the channel plan for Moore County? Looking at the database is about enough to make you cross-eyed.

I'm interested in matching up what frequencies/PL's are what channel in both the Fire and Law Enforcement radios, and what the real alpha tags are...
