Presumably Summit County will eventually connect this to MARCS-IP for interoperability purposes, but like others, they're using 700 MHz to start the migration to P25 without affecting their existing system.
Update: It's also important to note that the SCIP in the above link is four years old; plans have changed quite a bit that time to reflect current realities.
