If you are not hearing anything on the old frequencies they are probably on the new

Toledo City Services MOTOTRBO system

Streets/plows are definitely on the new UHF mototrbo system. Heard on group call 011 with routine traffic between units, talking about routes, phases and all the normal activity. I have not spent enough time to map out much of anything else yet. You would need the dsd4win/dmrdecoder software and/or a mototrbo/dmr capable radio to listen and follow the activity.

There is no scanner that can receive MOTOTRBO...you need either the DSD software mentioned in the previous post or a MOTOTRBO radio programmed for the city services...

Has TARTA moved/moving to the system? I notice some TX's sound like digital being patched to their analog frequency of 453.675, also when the dispatcher talks I heard the MotoTrbo bleep before they transit... thanks!
