Kent OH Fire tones

Anyone have an idea why the Kent Fire/ EMS tones sound so odd, like an old fashion phone busy signal ?
Dispatch sounds like they are in a closet too .. Maybe this is an alternate console or something ???

KPD/KFD totally moved their radio room from one end of their crappy building to the other. They also removed their old 1980's radio cosole. They have new computer screen dispatching with table top mic's. When they made the change, the fire tones changed with it.
