Default Parma EDACS 850MHz band

Has anyone seen this yet?
It's in the FCC DB but nothing shows for RR
WNQL533 (PARMA, CITY OF) FCC Callsign Details

853.4625 is the control, not seeing any traffic on it though.

That callsign is the existing EDACS system probably with rebanded frequencies. Don't know what the story is with Parma.

Could it be a backup system for when the APCO has trouble?

This is the current E.D.A.C.S.T.R.S. listed in R.R.: Parma Trunking System, Parma, Ohio - Scanner Frequencies .

all the frequencies in the license seem to belong to the Parma P25 system, except the edacs control channel I noted earlier.
