Bob a pro-96 would meet your needs i got one and it does a great job at the digital and also the analog trunked.

I too would suggest the PRO-96. The PRO-96 can be had for around 300 bucks or less on ebay. Otherwise, Radio Shack often has them on sale for 350-450 dollars. It works well for monitoring Summit County radio systems like the ones you mentioned.
