Police initially arrested the foster mother -- Carmen Hipshire -- on a complaint of interfering with a police investigation. Police said they'll ask that she be charged with falsely reporting a crime causing an Amber Alert to be issued.

Hipshire had told police the biological parents of the three children had taken them at gunpoint.
Police said the parents are Rhonda Anderson and Marcel Bonds, and they are now considered victims in the case.
