Question Norman site repeaters Xmitting all the time

I noticed a few days ago by accident the all of the Norman sites repeaters seem to transmit all the time even when there is no radio traffic on it. I don't remember them doing that. Seems they used to drop out after a hang time. Now they are keyed all the time?? Is this normal now?? When listening in normal trunking mode you never notice it. I guess Big M puts monster cooling fans on the power amplifiers.

You only notice it on a scanner if you manually select the repeaters. It is transparent to trunking scanners
and end users. A person who was just scanning the repeaters in a nontrunking mode noticed it because it locked his scanner on one busy repeater output all the time. His scanner a Pro 2050 would only do trunking "or" conventional and he wanted to listen to ham repeaters and Norman also. I suggested it was time to upgrade scanners.
