Default BC125AT

Unable to receive voice (only carrier noise) on Ada Police Frequency 158.7750 even though the Radio Reverence listing shows both Digital and Analog frequency listings. I understand the BC125AT is not capable of receiving digital signals.

You answered your own question. I would bet Ada is using DMR exclusively.

Default it could be

a birdie frequency.
if you take the antenna out and still hear it, it is either a signal generated inside the radio, or a very close transmitter. also it is one way to find really close transmitters.
