I've been thinking about starting an Oregon State Police and Oregon Department of Transportation feed. It would have been nice to have during the Clackamas Town Center shooting, and would be good for travelers and commuters.

Default OSP/ODOT feed

Yes it definitely would have been nice during that time. My question is which talkgroups do you plan on broadcasting? A quick check of the database shows that there is about 16 talkgroups for the ODOT/OSP system. It seems that most systems have less than 9 talkgroups to a law enforcement feed(unless it is somewhere like LA).

I would just do the conventional frequencies and specifically the ones here in Portland.

This may sound like a stupid question....

Will OSP/ODOT become part of the new OWIN when it is completed? Or is it going to piggyback the new Portland Public Safety Radio System 700 Mhz system(APCO P25)?

Don't want go off topic, but OWIN no longer the name of the radio systems. It being called Oregon State Radio Project. State working on putting up there own trunk system for valleys only. Rural area OSP/ODOT will stay on VHF and Narrowband. Lot changes are coming this year (2013) for ODOT/OSP. Nov 1st 2013 ODOT and OSP are to narrowband.
