Usually just the primary ones for the simulcast backbone; some of the other sites are gap fillers and only broadcast what's needed for the radios currently affiliated with them

That should work for most of the Multnomah County stuff (and only one of the frequencies is usually active, but I don't think it hurts to program the others).

For Clackamas County, try the frequencies on this page: Clackamas County, Oregon (OR) or some of the control channels on this page: Washington County / Clackamas County / Newberg (I'm not sure which ones exactly; it might depend on where you are).

I'm going to get a lot of negative feedback on what I am about to post, but to track Clackamas County properly, you need at least the first two lines of the custom bandplan below.

I don't know how this gets entered in the pro-162 (or whichever programming software you might be using). The format is frequency, spacing, channel number. (If your scanner can accomodate all of the entries it will work for both rebanded and non-rebanded systems).

Bandplan Range #1 = 851.0125 25.0 0

Bandplan Range #2 = 851.0250 25.0 440

Bandplan Range #3 = 865.0125 25.0 560

Bandplan Range #4 = 866.0000 25.0 720

Bandplan Range #5 = 867.0000 25.0 815

Bandplan Range #6 = 868.9750 25.0 958

Bandplan Range #7 = 867.4250 25.0 961

Yes, those are the correct control channels.

If you want to monitor the Clackamas County system the 4 control channels are:
852.43750, 852.86250, 853.26250, 853.76250

The PRO-162 needs 2 Custom Band Plans for Clackamas County. All the info. is in the scanners menu. Below are the steps you need to follow.

TO SET BAND PLAN 1:
After each step, except 1., push ENT/PGM
1 Push FUNC, then MAN/MENU
2 Select TRUNK OPTION ENT/PGM
3 Select BANK ENT/PGM
4 Select MOTOROLA ENT/PGM
5 Select 800MHz CH PLAN ENT/PGM
6 Select CUSTOM ENT/PGM
7 Select CUSTOM RANGE 1 ENT/PGM
8 Select BASE FREQ ENT/PGM
9 Enter 851.0125 ENT/PGM
10 Enter 854.0000 ENT/PGM
11 Select OFFSET ENT/PGM
12 Enter 0 ENT/PGM
13 Select SPACING ENT/PGM
14 Select 25.0 kHz ENT/PGM
15 Push CL

TO SET BAND PLAN 2:
After each step, except 1., push ENT/PGM
1 Push FUNC, then MAN/MENU
2 TRUNK OPTION ENT/PGM
3 Select BANK ENT/PGM
4 Select MOTOROLA ENT/PGM
5 Select 800MHz CH PLAN ENT/PGM
6 Select CUSTOM ENT/PGM
7 Select CUSTOM RANGE 2 ENT/PGM
8 Select BASE FREQ ENT/PGM
9 Enter 851.0250 ENT/PGM
10 Enter854.0000 ENT/PGM
11 Select OFFSET ENT/PGM
12 Enter 440 ENT/PGM
13 Select SPACING ENT/PGM
14 Select 25.0 kHz ENT/PGM
15 Push CL
16 Push SCAN
Now it will start trunking in the OPEN mode. (+ beside T on the top line).
To change to CLOSED mode push FUNC, then OPEN/CLOSE. (- beside T on the top line).
