Anyone of these scanners WILL work for Philadelphia's P25 Digital System. I've taken the liberty to list the manufacturer, model, and suggested buying price range. Keep in mind only the GRE PSR-800 will work on Phase II when Philly switches over to it, but supposedly that won't be for another 2 years.

$449-$599 New - GREcom PSR-800 Handheld - (Phase I and II capable with Firmware, DSP update)
$499-$599 New - Uniden Home Patrol 1 Touchscreen Handheld - (Phase 1 capable)
$419-$499 New - Uniden 396 XT Handheld (Phase I capable)
$419-$499 New - Uniden 996 XT Base Unit (Phase I capable)
$379-$429 New - Radioshack Pro-106 Handheld (Phase I capable)
$379-$429 New - Radioshack Pro-197 Base Unit (Phase I capable)
$429-$479 New - Radioshack Pro-18 Handheld (Phase I capable)
$200-$350 Used - Uniden BC396T Handheld (Phase I capable)
$200-$350 Used - Uniden BC996T Base Unit (Phase I capable)
$100-$250 Used - Uniden BC796D Base Unit (Phase I capable)
$100-$250 Used - Uniden BC296D Handheld (Phase I capable)

go with the 800 from the start, when philly starts flipping over to the P2 you wont miss a beat and you will thank your self for having the foresight...
the 800 also has enormous memory,,you can Literally have UNLIMITED data..(frequencies,,Talkgroups,radio IDs..Not counting if you record audio files)

my biggest gripe,,No rotary volume control...second,,no traditional keypad...but still 8.5 out of 10
happy...and love the way it decodes packets-giving realtime radio ID info for the users coming on and off the system...

just my 2 cents mate..

I keep accidently turning it on while it is in my breast pocket. Miss the rotary knob also.
