The frequencies listed for Chester County's Multinet trunked system (the current system) are correct. The system was rebanded last week and the frequencies were changed.
In order to listen to the system, you must program the frequencies manually into your scanner in conventional mode. Downloading this particular trunked system will not allow you to listen because scanners cannot track the Multinet system.
If you program the frequencies as conventional, in order, and with the delay off, you can kind of follow along with a conversation. You will not be able to see talkgroups on the system.
Yes, a P25 system is under development for the county. It is not expected to be fullt in service until early 2016 and that is provided everything stays on time.
You can read all about the new system here: Chester County, PA - Official Website - Voice Radio Project
