Default Pocono Mountain School District LTR & Conventional

Yesterday was able to work location by the school, when had down time checked FCC Database and found few conventional frequencies licensed. I already figured out most of the LTR system which is also confusing but TGIDs start 0-15-003 West Transportation and so on.

Being near the school was scanning came across 452.8000 PL123.0 which is also a simuclast of the LTR west TGID.. they also had another frequency running with the same traffic.

My guess is the teachers/staff dont have LTR radios and they use these frequencies talk with West Base?
The school has numerous in house repeaters which will send into the data base.

Anyone have any other ideas why they would rebroadcast?
