Default Unidentified user on Chester Co. 159.600

Pulled up Chester Co. live feed yesterday and today to see how the snow storm was impacting the county and I hear random talking on 159.600 (Ops Patch) I hear it again today and it sounds like a snow plowing/removal contractor(s). I am friends with the feed owner and he is also aware. Is anyone in Chester County or another listener also hearing this? I have checked the FCC Database and didn't find anything. And just like before with the MOTORBO interference, FCC probably won't care. My concern is the Volunteer Fire/EMS Personnel who listen to the patches for important emergency info and instead are hearing a person ask if "Jim plowed that parking lot yet or not?"

From the FCC database: The frequency is used by Chester County. Only other close listing is City of Philadelphia.
