Philly is NOT operating in P2 mode. The system is "capable" but not in use. What you hear from any of the Philly police or fire feeds is Phase 1 modulation.

Philadelphia Police Dispatch - East and North East

Philadelphia East & Northeast Districts are some of the most active in the city. Throughout the day murder, shootings, stabbings, robberies, carjackings, satanic sacrifice, animal adultery, and illicit hemorrhoid removal are not uncommon.
Gotta love the description of the feed ... only in Philly.
