So does 46.22 also serve as Haverford's dispatch also, or is that now handled by County on 46.42? If so, Ill know not to put that one in my dispatch radio. If you could clarify for me the list of frequencies that pager tones are transmitted on. We're talking 46.42, the County UHF channel, 33.9 for Radnor, 154.415 for Upper Darby...?
46.480 CSQ is for the whole county's dispatching.
508.2375 PL 203.5 is just a simulcast of 46.480 that is able to be put in FD portables.
154.445 CSQ is Upper Darby Township dispatch
33.90 PL 136.5 is Radnor Township Dispatch

These are the only channels you need to hear dispatches go out.

Most (if not all) of what you seek can be found here: Delaware County, Pennsylvania (PA) Scanner Frequencies and Radio Frequency Reference

Well it looks like I am pretty close to a deal on a home, and could possibly be moving by July. Normally I would cringe at the thought of a move in mid-summer, but the property we are trying to get has a pool.

1) What is it the PDs mean when they say "1 over" or 1 "under"?

2) What is it the PDs mean when they say "Name and number"?

1. Means they have arrested (or sometimes just transporting) someone over 18 or under 18 years of age. They will usually give their starting and ending vehicle mileage when they start/finish the transport.

2. This means call dispatch for the name and phone number of a complainant to contact via a phone call.

are you sure you are programming it in the correct mode analog regular not narrowband with the correct pl tone which is 167.9. if you have all that correct i would try moving the scanner to a different location and see if that helps.

I would suggest moving the scanner or antenna slightly. You would be suprised at how much of a difference just an inch can help. As for the signal difference between channels, several things could be in play there. Those channels could be on different towers, could be on different antennas on the same tower (and one is positioned "behind" the tower) or one of the transmitters could have a problem or might have had the power turned down. Try moving your antenna a little and see if it helps.

That would be under Ctcss/dcs? which I had it at 167.9hz even when I am out side it comes in bad and been trying with three different antennas cant even tell them apart lol

This may he a bit of a stretch, but its possible that the scanner may be faulty. Ive had scanners that were deaf of certain frequencies but not on others. The tuner may be out of adjustment (there are pots on the board for adjusting that, but I would not recommend you trying it yourself). There are a ton of potential culprits, just go down our list and rule each one out. If you know someone who has a scanner, have them try both frequencies at your location and see what results they get.

Sector 6 and Mutual 6 are on two different towers. 501.675 is broadcast off the tower by State and Lansdowne while 501.325 is broadcast off the tower behind the Burlington Coat Factory on Baltimore Avenue. I'm guessing this is done so that in the event of a tower failure at one site the other channel can still be used.

I've also noticed that my analog scanners (Pro 95, Pro 97, and Pro 164) tend to pick these channels up better than my Pro 106, especially M6 up where I live near the tower S6 is broadcast on. No fancy antennas just regular rubber ducks on the 95 and 164, a broken antenna from my Pro 2055 on the 97, and an oddball replacement rubber duck on the 106.

Any of you know anything about the Alpha paging Delco uses? What I'm looking for is who (if anyone) does not use it or participate in it?

every dept in delco uses the alpha paging system. some do not use it as much as others. meaning some depts still use and issue minitor pagers and some don't.
