I see the emission designator column, but how do you tell it's showing Phase I? If that's the case, I can try to get more info from the 911 Director if needed.

8K10F7E could be EF Johnson's Phase II desigator, I'm just not familiar with it.

Seems pretty certain that it's going to be Phase II. All the information from the County so far says so.
