Definition of "Deny Response" message

Can someone give me a solid definition of what a "deny response" message is on a P25 trunked system? An example would be: "Deny Response: 65537 -> 04751 (Group Voice Grant): reserved" from Pro96Com.

While I would like to really understand what the "deny response" means, I'm particularly looking at things like out-of-range, system busy, etc.

I'll assume the radio was able to successfully register. The deny most likely means either (a) the radio isn't allowed onto that group or the group isn't allowed to "roam" onto the site you were monitoring.

If you post (or PM) the exact message including the raw data, I can look up the reject code.
