very little chance of everything moving to 700 MHz. There are not enough frequencies in 700 MHz to handle it all.

Think of 700 as an expansion of 800 to add more channels

Jim is right on target. Once re-banding is completed and the NPSPAC band is moved down to 806-809/851-854 they will be contiguous. The only major difference is that all 700 communications must be digital and the 800 NPSPAC band can be either digital or analog.

I heard that the 700 Mhz freqs will be used for expansion and Inter-op channels as the availability of 700/800 Mhz radios appear on the market.

Motorola has had radios that operate on both 800 MHz and 700 MHz for coming up on two years now. M/A-COM has had radios out that work on both bands for about six months. Both manufacturer's radios operate P25 digital on conventional and trunking.
