Pro-106 reception Problem

Does anyone know if there is a place that can repair a no signal on a pro-106 in Montreal?
I just bought it and the signal bar constantly flashes.
Any help would be appreciated.

Does your scanner scan what you have programed ?

It scans. I bought it used and the guy said he tried to adjust some screw inside to adjust the tuning and he broke it. Not sure which one but he said it was red.
