Default nmo swivel mount who makes them?

I am seeing an nmo swivel mount for fender slopes, for instance I am seeing them on Georgia State Patrol Crown Vics where normally an antenna monted there wouldnt stand up staright this will make it do right its very similar to a n angle adjusting ste up that would have come on after market am/fm antennas for cars
I think it may be Maxrad with an MPM part prefix, I have emailed Maxrad and the guy that responded didnt know and said he would get back with me but that was yesterday.
Has anybody seen these besides me.?

The State Patrol radio shop is in Atlanta and I dont have contact there......

anybody seen or know about these?
