Is there a scanner that does that or do I have to know the frequencies to be able to program any scanner beforehand? I thought this was gonna be easy haha The instructions on the Pro-164 are not new user friendly at all. Help!

Your local SO is on the county trunked system. There are also some conventional frequencies that you can program into the scanner. My suggestion is that you get a payed membership here on radio reference, the USB programming cable from radio shack, and Win97 from Don Starr. Here is the link to the programming software: Software for RadioShack PRO-series (PRO-92, 93, 95, 96, 97, 99, 163, 164, 106, 197) and GRE PSR-series (PSR-500, 600, 300, 400) scanners
It will make the 164 so much easier to understand. I have the base model of your handheld. Love it for conventional trunk tracking and conventional monitoring.
Happy scanning,
Larry
