Default Key pad locked on Radio Shack Scanner

I just got a Radio Shack Scanner # 20-525. I can not make the key pad work. I have tried to reset and other reset using the pad. I have looked at the manual and from no help. Does anyone have a suggestion? The weather band works.

Func + light button should turn Keypad Lock to Off.

I guess it only will play the weather. Does this unit have a value?

Just to make sure that you know this:

When you push the function button, you must press the light button very soon or it will not unlock the keys (if they were locked).

When you reset using the paper clip method, you need to have the paper clip ready to insert as soon as you turn the scanner on. Press it in immediately after you turn the scanner on.

When you do the initialize method, you must press 0 and then 1 very quickly after you turn the scanner on. Be sure to not turn off the scanner until the initialization is complete.

It does not take very much hesitation during the steps to keep the desired result from happening.
