Obviously if you are attempting to listen to P-25 systems, you need a scanner capable of digital monitoring. You'll have to read up thoroughly on the subject, as well as get any ideas from searching the posts right here on these forums. Once you make a decision and purchase, learn how to use the scanner in all aspects of operation, before you get any programming software. You'll be happy about being be able to program it on the fly. There are many online guides to manual scanner programming linked right here on the site.
I want to learn the radio before any software is used, because if I want to add or change what's in there, I'll be able to, without having to ask someone. It's also a good idea to download the manuals of several models online and see how they are set up. I find it's a good idea also to take the time to read the manual, not all at once, but a few pages at a time. I read mine before retiring for the night, keep them next to the bed.
