If the OP is still struggling.... I have limited EDACS experience myself but have programmed a couple systems in my scanner.
My experience (and systems may differ) is that at the end of a transmission there are about 5 beeps transmitted. If you are hearing those beeps it means that you either don't have the channel assignments programmed correctly or the signal strength of the control channel isn't sufficient to begin trunking. I've been surprised at how strong a signal seems to be required for trunking. I can get the channels in FM quite clearly before they are strong enough for trunking.
If you aren't getting anything at all then there may be a different issue. You may need to put two scanners side-by-side one with the channels in one of them programmed to FM to see whether there is activity.
Seeing no TGs while transmissions occur suggests misunderstanding of OPEN/CLOSED Bank or Wildcards.(or whatever that scanner uses)
My $.01

Good news somewhat, on site 3 of the Morgan County,AL Edacs site I am finally hearing some traffic. This is the only site with control channel noise. So far I am only hearing traffic on one talk group. When I turn my Pro 433 off the other bands with the other sites disappear from the trunk scan, I guess because there is no control channel for them to lock on, so I am not hearing anything on those sites and their numerous talk groups. I know there is lots of traffic thought because I hear it on the freqs in conventional mode. If I ever get this I may change my opinon of Edacs, but for now I don't like it

EDACS is pretty simple to setup, you should not be having this much trouble with it. As long as you can receive a site's CC clearly, there's no reason you shouldn't be able to trunk track it correctly. You have the banks set as type Ed, correct? There's an E after each frequency, yes?

Can you get in the car and drive yourself and your radio to get a LOT closer to the site?
I'm thinking that your problems are related to signal strength. As I said, I've been surprised at how strong the sigs must be to trunk correctly.

Good point of reminder - BOTH channel and Bank need to be set to Ed. TWO kinds of Edacs settings

Thanks for the ideas, I do have each site entered into seperate banks, all marked E for Edacs, and all the TGs in each bank for TGs also marked E. As far as distance I live approx. 15 miles from the city and in conventional mode the 800 freqs volume are so loud ( lncluding the beeps at the end of the transmissions ) it almost walks my scanner across the desk.

Channels each in their proper order. Channels set to ED. Bank set to ED. Bank set to OPEN. Sufficient signal strength. Those should do it.
15 miles ..... volume on an FM system doesn't prove signal strength.
Since I can't think of anything else to try I think you need a road trip :-)

15 miles.... you could do it by bicycle. It's still summer down South isn't it?
Seriously, you can resolve that part of the question pretty quickly by getting a LOT closer to the site.
In the little messing with Edacs I've done I could hear the transmissions pretty clearly before trunking would begin.
Good luck!

I'm sure that will help, but before you start driving.
1 - Enter the freqs. exactly as I listed them in post #5.
2 - After entering the last freq. did you hit SRCH ?
SRCH lets you hear all active talk groups.
SCAN lets you hear only the talk groups you have entered.
After it starts trunking properly you can toggle between SRCH and SCAN.
