Anyone know where I can lookup for a tutorial or "cheatsheet" for the radio above?

I find the PDF version of the manual is pretty clear. It is just conventional freqs., so it should be easy to program.
What are you having trouble with?

Hey Dick,
When I try to wade my way through the manual,it seems like a very daunting endeavor to understand. I'm
sure alot of the guys on these sites have some basic knowledge of programming,scanning,software,etc.
Believe me,I'm not one of those,so this is all so new to me! I bought this on eBay on the cheap,but I'm
really ready to give up on it. What say you?

FIRST: What do you want to listen to? Don't say "Police". Tell me EXACTLY which city/town/county, etc.
NEXT:
1) Turn it OFF.
2) Hold down the number 3 and E keys.
3) While holding those keys, hold down the power button (lower left button) until it beeps and you see L O A D. Then wait.
4) Now the 150 pre-programmed frequencies will load and it will start scanning. You should hear some activity.
After I know what you want to monitor, I will proceed with programming instructions.

a quick way to program a frequency:
While in scan mode (scanning), press the HOLD button
Now press FUNC and use the arrow keys to scroll up and down the list, to the channel (1-200) you wish to program the frequency in to.
Once on desired channel, press PGM.
Now type in the frequency you wish to store, then press PGM again.
Press Scan. You're done
also, once you type in your frequency and press pgm that 2nd time, if the frequency is already somewhere in the scanner (like say channel 161) it will say "ch 161". Go ahead and press PGM again to continue, and youll now have that frequency in 2 places on your scanner. (you can always lock the other one out)

I understand your situation now. Your Radio Shack Pro-83 is actually a Uniden underneath, and is very similar to the *older* Uniden 72 / 92 line.
What can throw new users for a loop with these older series, especially if they don't have the manual, is the heavy reliance of the FUNCtion key to move around. In addition, without practice, one can find themselves activating the signal/stalker / close call function and not knowing how to get out of it. It throws me once in awhile, and I've had plenty of experience.
The most recent Uniden 72xlt / 125at have an easier to use interface, however this being a Radio Shack subforum, I can say that the Radio Shack Pro-404 (GRE PSR100) you asked about earlier is very easy to program. The 404 may not have the absolute best specs, but you should have a much easier time programming and operating it.
